My 92 245 had the same problem...

the solenoid was fine (test by applying 12v (small white and black wires in the shifter box), if it clicks its good)

the relay was also OK, it was the "gear selector switch" that was not telling the relay that the car was in park or neutral.

I cleaned the terminals on the gear selector switch and...
it's all good now!

on my 92 the relay is located behind the center panel of the dash, closer to the passenger side
