My brakes failed inspection, need help

Check the Caliper by the Piston carefully.

If you get Brake fluid ( possibly getting past the Piston Seal) on the Pads, They will absolutely cause this 'Locking up' scenario. Check the inner Pads for 'wet'

It would explain why you do not feel a pulsing in the pedal, yet you get a lock up and wrenching of the steering wheel.
