My brakes failed inspection, need help

I had read about the one-way hose problem, I jacked up the front of the car and spun the wheels, then had my friend get in and pump the brakes. When he let off the brakes the wheel was immediately easy to turn again.

I didn't loosen the bleeder screw as suggested in the FAQ. Shouldn't the fact that the brakes released show that the line isn't holding pressure?
