The HIF are supposed to handle more pressure than the HS series, but that's not my experience. They are about the same and need less than 3 psi. The old SU electric pumps made volume and not pressure. Mechanical pumps are problematic, and the north American electrics are way too much pressure.
Check float drop is ok - with the chamber cover off, hold the carb up as if it is in position on the manifold and mover the float up and down, and observe the needle. It must follow the tab smoothly, up and down.
The problem is if both flood, then it's pressure. If only one it can be pressure or a problem with that needle.
