Sure it can. And I think that is what has happened. You had noisy pump(s). During the course of investigating the pumps the main pump stopped working and the car has not run since. The 11.85V is certainly enough for that pump to run with nearly normal current draw. The very low current draw you saw at the main pump would indicate high resistance in the circuit downstream from the point where you measured the voltage.
Given the data you've gathered, I would replace the pump. If it still doesn't run I would have to stand back and scratch my head awhile.
