Wire ,switch or something else? update 200

Still waiting on parts but I have a question.With my test light I get voltage from the yellow wire in the neutral safety switch in all positions.There is no voltage in the blue wire or the blue/yellow wire doesn't matter what position the switch is in.Does this mean that the NSS is my problem,no start.Or could it still be the ignition switch.I haven't worked on that part because it is a slight pain.I'm waiting on another NSS and ignition switch but I'm trying to narrow things down.Thanks for any firther help.Also is there a way to test the ignition without removing it completely? Back probe it? Should it also have a blue/yellow wire on it? Is this the wire that goes to the starter?
