Help Testing FPR 200 1983

Yes, the FPR works by sending pressure in excess of its setpoint into the return line. The return line is connected to the FPR. The rail needs the regulated pressure, so the output of the pump connects where you took it apart. That is still the place to measure the pressure. The first photo might be easier to figure out if you look at my weird-ass adapter in the second pic.
