A wiring harness might help a little, but there are other considerations. Any idea what the actual voltage IS at the bulb? Corrosion, bad ground, voltage regulator, etc. could make a difference.Also, high beams look brighter but a lot of that is the aim, not the brightness.You might consider cleaning your windshield inside and out. People often don't realize the amount of dirt and condensation around. And, possibly your expectations are too high.Just a thought.
