Make sure you are getting proper voltage at the bulbs ( I like to have a dedicated circuit of heavy gage wire with relays servicing my HL, I just use the volvo switch as the control current). Also read up on adjusting the beam etc.....out of adjustment beams etc make for pretty miserable lighting.
