Also, as good as Volvos are, there are other reliable, durable, and inexpensive cars in that price range. Mid 2000 Ford Tauruses/Mercury Sables come to mind, especially with the "Vulcan" pushrod 160 hp 3.0L V6, Chevrolet Impalas with a 3.8L V6, or, if not stratospherically overpriced, a Toyota or Honda sedan. Mercury Grand Marquis/Ford Crown Victorias (e.g. taxicabs and police cars) also can handle lots of abuse and run for a very long time.
The most important thing is to make sure the car has documented maintenance. Also, stay away from any Chrysler/Dodge with the 2.7L V6 - these engines are notorious for catastrophic engine sludge problems.
