I had a similar problem with one of my old B23Fs. The belt tensioner had tossed a few of its bearings and they wedged in the belt and caused all kinds of havoc. Pull the cover off of the timing belt and make sure the lines on the belt are aligned with the cam gear markings. If they are not aligned, I would definitely replace the timing belt.
