No start problem 200 1976

"i cleaned the passage in the manifold and checked the line to the distributor but still no change"

Remove the hose at the manifold and feel for suction with your finger tip. Rpms will probably pick up with the new vacuum leak.

"the vacuum advance for the distributor has absolutely no vacuum on the inlet side of things"

Check to see if the vacuum advance in the distributor responds, by applying vacuum by mouth to the hose and watching for plate movement.
