It is almost always one of three things if there is not actual bending of the front arm:

Missing "tuning fork" of it is completely work out
Loose mounting bolts (stupidly common)
Replacement glass no correctly reseated in the bytul (sic?) and metal bottom mount

No adjustment is realistically need because the system is tight...outside of a bent arm, the loose bolts and tuning forks almost always fix it.
