Where's the Boost?? Brainpower needed 700 1990

All you gearheads haven't let me down yet with previous problems, and now I have a bastard of a problem that's causing me to pull my hair out.

I just purchased my second brick. A 1990 744T, with a Mitsu Turbo. I just installed an accurate boost gauge, and a boost valve. It was after this install that I realized that I'm not getting crap for boost. It's the same as it was before I installed this stuff, so I'm ruling this out.

The most boost I can get is 4 psi, and that's at 5000 rpm in first gear. With brake torquing I can only get 0 psi. I've done all the ground work, replaced all vacum hoses, and inspected the IC hoses. It holds a good 16 psi vacum. The wastegate actuator rod is on the wastegate, and I made sure the wastgate turned freely when the rod was off. I even tested the actuator to make sure it works. The turbine spins freely with little play. The bypass valve appears to be working correctly. I removed the plug before the cat, and that didn't help much. I even pulled the hose off of the wastegate actuator to see if I could overboost, but no more boost than before.

I just don't get it. I'm ready to kill this thing. This really shouldn't be such a big deal. There's not much too it, but something is bleeding the boost off.
