Where's the Boost?? Brainpower needed 700 1990

You're right, since there is some boost, the Turbo is working.

I didn't get to test the bypass valve with 100% accuracy. I can just see that it is open under vacum, and closes under boost. I can't hear it leaking under boost either. I talked to my very reputable mechanic and he said that it is very unlikely that the bypass valves is bad. He said sometimes the gasket goes bad there, but you hear a "hissing" sound is part of the gasket is gone.

The wastegate actuator has a strong tension on it. I did apply air pressure from my compressed air source, and at about 10-15 psi it pushes the wastegate open.

What are the chances there is something wrong with the wastegate? It appears to rotate freely, and only has about 90 degrees of movement.

I know it has to be something fairly simple, and I know I can figure this out without having my mech look at it.
