Two old problems for 2003...need some help 700

Problem 1:
I had a over heating problem a while back and after fixing the hose that exploded i also replaced the heater control valve. The thing kept leaking from the top where the little holes are. Well, i just noticed the other week that the damn thing is leaking again. From the same spot too! The one i bought was a bit cheap, from newandusedvolvoparts.com, but it was the same as i had before. Both of them were all black plastic. I guess I need to order the metal one, but is there anything else that could be wrong. The leak is slow but about a cup every day.

Problem 2:
My electrical systems are running very low. When ever i drive, the voltmeter starts in the lower end and then goes to the middle. As soon as i turn on my lights, it drops into the red. If i turn anything else on, the lights begin to dim. It never seems to change either with the speed of the car. I changed the battery, cleaned the cables, and changed the voltage regulator. The battery and the voltage regulator were still the original. However, neither of them helped with the problem. Any solutions here?
