I use 3M Imperial Microfine polishing compound, it works as good on plastic as it does on paint! In fact it polishes everything pretty good except motorcycle windshields.

If you have heavy scratching then I'll leave it up to you as to whether you want to sand them out or not. All things considered even if a lens has a couple of scratches it'll look bunches better after it is polished.
