Update on new engine that won't start... 700

I should have gone through this before-I'm using the B23FT bottom end only-530 head, rear mount distributor, 89 ECU, etc...The radio suppression relay that came with the car is in place, and just as a side note I've witnessed fuel spewing forth from the fuel line so it's safe to say that my fuel pump/system relay is working right?
