Nothing to add about the tank, but I had the same thing happening with the same type of fuel filter. Someone told me there had to be a leak in the line or in the filter itself. I couldn't find any leaks in either, but I replaced the line -- made no difference . So, I replaced the pump -- no difference. Then I replaced the filter -- problem solved. Somehow air was getting into it, though I still don't know how.
