Proper timing setting 700 1990

You mean ignition timing?

If you install the belt according to the recipe (aligning the crank sprocket and cam sprocket timing marks) and have not touched the distributor, then you should not touch the ign timing.

Anyway, on a '90, timings's controlled electronically by the crank sensor.

And you certainly do NOT want to screw around with cam timing unless you have a modified engine and an adjustable cam sprocket.
