When you have to start it "damp", first spray WD-40, CRC, etc, on the cap & wires and top of the coil (I think the cap/coil area are the most critical). The dust/dirt accumulation in these areas can absorb enough moisture to conduct or "bleed off" the high-voltages intended for the spark plugs. The spray will temporarily overcome this effect and allow you to start.
When you have time, pull the cap and wires so you can clean the cap inside and out. Then spray the outside with something like a silicone spray. Same for the top of the coil. A dab of dielectric silicone grease applied to the inside of all the ignition wire rubber "boots" is also recommended.
