I think it does. Atleast on my Mitsubishi Saturn 122s...
When I got the car, the diaphram leaked so I got no advance... took it on quite a few trips... ran well. But then I decided to change the diaphram and the engine seems to run "smoother" at part throttle on cruises. I'm quite happy with it. I am planning on doing something to my b20b"t" so I get both vacuum advance and retard... (when cruising with vacuum, and when on boost.)
