No start- missing ground at fuel relay 700

Any ideas what triggers the ECU to give a ground at 21?

Key ON power to ECU should power Main relay coil (30), and condition ECU (21) to make the coil ground. This is the relay that clicks with Key ON.

It doesn't power the Fuel relay. FR coil power comes from Key ON (to 85). Coil ground comes from ECU (17)—but ONLY when ECU (1) gets spark signal from ICU (8).
