Sounds like Lucid has it in his post below, except the ignition signal comes from pin 17 of the EZ117K ECU and not pin 1. (according to my manual) I agree that pin 21 is a permanent ground that exists when the key is on, and that grounds shown in an arrow in the factory diagrams are variable. 17 is the "safety" ground that disappears when there is no spark or when an overboost condition occurs.
Is the ECU getting a good ground? Also, check the connectors at the right A post and the ones under the hood on that side, since alot of these signals go through these. Note: If you just ground it permanently, that side of the relay will stay energized all the time.
