A harness upgrade and better and or higher wattage bulbs will help. Not all bulbs are created equal. Ask an expert like Daniel Stern Lighting of David at OJ Rallye for his opinion on bulbs. Consider that the harness upgrade may not solve all of your 15 year old car electrical problems. You might also redo your engine, alternator, starter, and battery power and ground wires. Do a voltage drop check. I cut my drop from 0.5v to 0.05V. An adjustable voltage regulator from David at OJ Rallye will help you get more volts to the lights. The bulbs reportedly last longer with steadier and slightly higher voltage.
H1 and H4 lenses are also a good upgrade for the 4 headlight front end. New glass lenses for the larger single lense front ends may also help if yours are old and scratched. Euro lenses are even better, but can be pricey. If you do invest in new lenses, consider headlight covers to protect your investment from stones.
Finally, aim your lights properly.
