NO START 700

Hi Everybody.I have an 88 740 non turbo.car sat for 1 year, only start it twice.changed the timing belt on it.has good spark and fuel but no start.compression check is 60 PSI on all cylinder,with some oil added to cylinder will go up to 80 ( DEAD COLD ENGINE).i checked crank and camshaft timing seems right.car has 124K MILES on it.wondering why the compression is low? any help is appreciated.
