What is this A/C electrical component? 700 1988

Good question. I hope it in not a component because I bypassed mine. I thought it was just a strain relief. I just tie wrapped mine after crimping the wires together for stain relief. But then I am having a weird problem that I can not figure out. I will have to go back and take a look at mine again.
