I should add that you'll need to find replacement fasteners for the lower portion. I'm going through my assortment of fasteners.. but I think I'll end up epoxying a nut to the inner portion of the tailgate so I can use a threaded fastener.

All in all the 700/900/850 tailgate panel design is one of Volvo's bigger turds.
