The fact that it does engage at least partly exonerates the solenoid.
It could be that you have an orifice in the bottom of the OD plugged that
keeps it from getting enough pressure to stay engaged. Duane Hoberg can
give you the specifics and if he doesn't pick up on this, e-mail me and I'll
help you get in touch with him.
