Overheating Problem 200 1989

I second HearToTemptYou's suggestion of bypassing the temperature compensation board - however, if that has been accomplished and the temperature is still running high, I would try getting a new thermostat from Napa Auto parts - these thermostat's have a small hole at the 12 o'clock position that allows air (which can get in through that slight leak in your head gasket that is allowing oil into your coolant) to escape, allowing the termostat to sense the actual water temperature and open faster. This was the only thing that fixed my weird unexplainable overheating problem I was having in my '88 brick.
