Inner Tie Rod Replace 700 1991

I always use a small pipe wrench to break the rod ends free from the rack.
I crank the wheel over to the side I'm servicing so the rack is extended as far out as it can be. I use cutting pliers to remove the old boot clamps or tie wraps on the boots.
There is a locking washer, hammered over to lock the tie rod end to the rack. Gently bend it straight again. I use a chisel or a screwdriver and hammer. Work slowly so the washer can be reused. Most of the time it's not included in the kits.
When installing a new tie rod boot, I find that getting the boot onto the end of the rack is the hardest part of the job. I've used a small hook to work it on there- the "cotter pin puller" in the big craftsman screwdriver sets can be helpful here. That's not a fun part of the job. Once together, putting the tie wrap boot clamps on is easy.
Also I've had a couple of the outer rod end locking nuts stay stuck to the tie rod- use PB Blaster to break these loose, as well as vise-grips on the rod shaft. Your rod ends may come with new nuts, so this may not be an issue. Check to see if the nut is included.
Good luck!
