144 fuel pump problem 140-160 1970

A bit easier to see if the cam isn't turning by just popping off the distributor cap and see if the rotor goes 'round. I've never seen nor heard of the fuel pump lobe on the cam going bad...

THem mechanical fuel pumps can still spurt some gas when hand operated. They can also go bad sort of gradually... quit for a while, then start working again. I'd say replace the pump and you'll be fine.
