144 fuel pump problem 140-160 1970

Firstly thanks for reading and replying to the thread. I really appreciate the help. Please tell me if I am understanding:

If I can somehow tell if the crank is turning (by looking in the oil filler cap, the fuel pump mounting hole or the distributor ((easiest?)) I can safely assume the pump crank handle is being pushed? That being the case it is likely a blocked float in the carby or a semi-blocked fuel filter? This seems to make sense even to my inexperienced mind! Is it possible to see the float?
