• No—the power stage is supposed to ground the coil negative side every time a spark is required. If that neg terminal stays at the + voltage (coming thru from the + terminal), the power stage is not working.
Did you check the ground connections on the intake manifold that Chrissij mentioned? And take the PS plug off and on a couple of times to maybe clean the contacts?
Having power at the + and - coil terminals, but no spark, indicates a bad coil, right?
• Again no—as explained above. I think you might test the coil by using a jumper wire with one end grounded, then momentarily touch the other end to the coil negative (with no onther wire connected there) and you should get a spark when the jumper wire is removed.
