Surging Problems 700

Some ideas.......1000 rpm idle is too high. Should be around 700 when warmed up. When was the timing belt last changed? When was the transmission fluid last changed? The load on the engine by engaging the transmission is causing the surge not the fuel rail. Also check your cold start injector for leaks. In fact clean all of the injectors if you can.
A worn timing belt or sludge in the torque convertor would be rotational and create what you are describing.
