Go to TurboBricks, For Sale forum, Group Buy sub-forum, Dale is doing a buy on a bunch of wheel spacers. These already have studs pressed into them, it looks like you could get a pair of 20 or 25 mm spacers. You may need to be a member to access the For Sale forum.

Oh yeah, these are properly made ones, which mate to the hub diameter, and provide a lip of the correct diameter for the wheel to mate to. (hub-centric and wheel-centric)
