I think the reason why the fan boosts when you brake or stop is part of the programming on the A/C controller. When you are stationary I think it boosts the fan to compensate for lack of air flow through the system (to stop the screen from misting when you stop).

But I still can't understand why mine should stop working altogether when I am cruising.
