Thank You for ur comments..

The SAS valve is vacume opperated. The soleniod operating the vacume
opens fully and and i can measure 35 units/vacume or so at the end of the tubing.

The Air pump blow very strongly checking at the end og the hose b4 it enters the SAS valve... The valve fully opens when I apply vacume and than I can also
hear the noise of the exhaust loudly emmiting from the SAS valve....(Hose off)

From advice I received, I am a little confused at to what the Radiator
fan relay under the shroud near the vacume soleniosd has to do with
the PAIR system? Any Idea?
