11V should get the starter motor turning without a problem. Less than 10V will give you a 'click'. So, pull off the ignition switch and turn the back with a screwdriver - position I, II, III. The starter should engage.

It is possible that someone removed the metal and spring because the key got stuck and wouldn't turn. That is a common fault and the key lock needs to be replaced.
