Some great comments already. I'll chime in too.
A healthy charged battery is 12.6 VDC with the engine off. Check that first.
Get a meter on your battery terminals (Not the clamps) and see 14.1 VDC with the engine at cruising rpm. More than that you'll be burning out light bulbs too fast. Lower means less charging.
It sounds like the brushes are gonzo in the Voltage Regulator, that's normal wear.
The local alternator repair shop was good to me the last time I had a problem with a VR, they gave me a set of brushes free that you can just solder into the holder. And a new module (for a 740) was $10 instead of the jacked up price at
all the parts stores. They can probably sell the regulator module cheap but
you'll need to talk to them. Find an alternator shop near you or phone me and I'll call my local guy. (My nr in profile) If you're handy with a solder gun
then it's no big deal to replace the brushes for $2, or go with a new module which won't break the bank.
