Has my blower motor failed? S70

The 25 amp fuse in the climate control circuit (#31) blows consistently. Should I expect to replace the blower motor or are there other ploblems in the circuit that are peculiar to Volvo? Should I expect a courteous response from the dealer to repair it under the terms of the warranty? It's a 99 S70 with manual climate controls.
