120 PSI on Low-Side of AC -- What to do? 850 1995

Original problem was that the A/C didn't cool. In fact, the compressor wasn't running at all so I assumed it needed a charge. I did not charge it. I only checked the pressure after getting the compressor to run by by-passing the low-side pressure sensor. So, to clarify, without charging or really doing anything to the system, I got a 120 PSI reading on the low side and I don't know what to do now to fix this.
