Not sure who has tougher standards, but when I signed up for a dealer's service person, who does one of these each day, to do this one, the mgr. said that the future of this problem depends on what Volvo of America, the State of Oregon, and the United States gov. decide to do. He claims that many vehicles, not only Volvos, are having the same problem. The independent service mechanics say that only the '96 850 is having trouble. The emissions folks say nothing.
