I wrote a proggie that decodes VINs. It's usually accurate and tends to only support brands I have an intrest in.

The URL to download it (It's just one file, and can be run from the desktop or anywhere) is http://engr.uark.edu/~lgabbard/VINCheck/VinCheck.exe. Maybe you'll like it, maybe you won't. It should help you figure out where it was made though.
