The article states: "The prisoners who were released are nonviolent criminals in pre-trial detention. It also includes those who are going to finish their sentence within one or two months."

They don't sound like the 'surround your home and invade' type. Nor does it sound like they will suddenly kill or maim people at will.

And 4500 people dumped into an area of 15,000,000 will not be noticeable. Besides, these people were arrested and charged but not convicted.

BTW, I only read between the lines when something is implied.
