What he said, except...
This (cleaning IAC etc) should be done as regular maintenance once every year or two.

I use Chevron Delo 15-40 motor oil, which will work in PA winters and Phoenix summers. Since I started using it about 10 years ago, I no longer have to clean anything; this oil keeps things clean.
