Black sooty stuff should be cleaned , hold the IAC with the electrical connector facing up while spraying TB cleaner. Q tips can be used the help clean everything. You can move the vane through either hole but the one on the side is the easiest to see the vane move.

Does the valve respond to 12 volts? You need to free up the movement of the vane by cleaning it before the IAC valve will respond to 12 volts.
