hard to start when engine is cold 140-160 1968

Why is it that when my throttle stops are set pretty much where they should be when I pull out my seriously dated choke cable my car still takes forever to fire in the morning? (and puts a lot of strain on the battery). This question should have been posed in my last message, as it's obviously carb related. The only thing suspicious that I've noticed is that the choke handle doesn't pull out as far as it probably should, but looking under the dash, the arm is extended a decent amount (any further and it probably lock in place). My guess without knowing too much about the HIF6 carbs I have on my car is the cold start device is failing? If I can just remedy this and get my gas mileage a lot better I will be content for the moment with my ancient Volvo. It's my only source of transportation other than my mountain bike which is even harder on gas!
