Another thing I thought of is whether or not your choke cable sheath is clipped to the carb. body. Only the moving part of the cable should pass through a hole in the top of the carb. body. The sheath ends at this same hole.
If it's not fastened to the carb. body, you will not get full movement of the enrichment device. Maybe that's the problem.
As for phenolic spacers, I don't think they were ever used from the factory on HIF or CD-175 equipped cars. At least not here in the Northeast. Maybe because the fuel bowl doesn't sit as close to the exhaust manifold. They were used on HS6 equipped cars.
I'd also double check the timing.
As for the radiator, if it is original, get it rodded out. Just flushing will not clean out 43 year old deposits. I would use a 180 degree thermostat.
