hard to start when engine is cold 140-160 1968

The choke handle should pull out about 2 inches or so.
Are both carbs choked? Actually it is a fuel enrichment device. Some only enriched one carb.
How is the engine's compression?
Valve adjustment ok?
Spark plugs good?
Points, cap & rotor good?
Timing set properly?
Fuel pump & pressure good? You only need around 2 psi for HIF carbs.
Have the carbs been cleaned?

HIFs are very reliable once they have been cleaned and set up properly.
I think your other post said you were getting only 180 miles or so per tank. That sounds like the car is running rich already and thus I would expect it to start rather easily when cold. I would expect 300 to 350 miles per tank.
